PHILADELPHIA- George Kuhn speaks about the meaning of the Purple Heart at a ceremony at the Coast Guard Sector Delaware Bay facility here Monday, Dec. 4, 2006. In the brief ceremony, a Purple Heart was posthumously awarded to Arthur Campbell, who died aboard the Coast Guard Cutter Tampa when it was torpedoed and sunk during World War I.
