  All Bellingham schools will release at the regular time today. Parents/guardians may pick up their children with an excused absence at any time.   The Bellingham School District is creating a Highly Capable Learners' (HCL) Program and Enrichment Options Committee to review the Highly Capable Learners' Program and to make recommendations for an enrichment program, in addition to the HCL program, for grades three through eight.
