New Facility Security Plans Due CHARLESTON, S.C. – The Coast Guard reminds members of the maritime community that security plans for vessels and facilities affected by the Maritime Transportation Security Act of 2002 are to be submitted no later than December 31. Security Plans will address physical security measures including lighting and fencing, as well as gate procedures, ID checks, and vehicle inspections. Security Plan procedures will be implemented as soon as possible, but no later than July 2004. The MTSA was passed in 2002 as part of a broad international effort to increase global port and shipping security. The MTSA requires completion of security assessments, development of security plans, and implementation of security measures and procedures. In addition to the facility and vessel plans, a National Maritime Security Plan and Area Maritime Security Plan is being developed. The Area Maritime Security Plan for Charleston and Georgetown is being developed by the Area Maritime Security Committee, which is comprised of representatives from local, state, and federal agencies and private maritime entities. Over the past several months, the Coast Guard has met with local port stakeholders to get input for the plan, which will address security risk scenarios and different threat levels.
