O'Brien’sRM Awarded Emergency Response Planning Services for TransCanada’s Keystone Pipeline

Houston, Texas — April, 6, 2008 — Response Management Associates, Inc. (RMA), a subsidiary of The O’Brien’s Group (TOG) has been awarded a $300k+ contract to develop a Canadian-US compliant Oil Spill Emergency Response Plan for TransCanada’s Keystone Oil Pipeline Project.

The 2,148-mile Keystone Pipeline transports crude oil from Hardisty, Alberta to U.S. Midwest markets at Wood River and Patoka, Illinois and to Cushing, Oklahoma. This award ranks among the largest pipeline planning projects RMA has received.

The contract includes a multitude of tasks from evaluating TransCanada’s corporate emergency program and delineation of response zones, regulatory review of US, Canadian, State, Local, province, and tribal lands, performing detailed spill volume calculations and trajectory analyses, to the actual development of the Oil Spill Emergency Response Plan. In addition RMA anticipates the development of a Security Plan, Fire Pre-plans for the system tank farm and pump stations, and Spill Response Tactical Plans for the entire pipeline.

Together, we provide the best possible team for all aspects of the effort”, said Eric Politte, president of Response Management Associates who led the oral presentation in Calgary and finalized additional proposal scope with TransCanada. RMA competed against two other Houston area competitors for this contract (ES&H teamed with The Response Group and Eagle Information). Contract negotiations will begin next week.
