Master Plan Process

The San Jose/Santa Clara Water Pollution Control Plant (Plant) Master Plan process will guide an innovative wastewater treatment system and land use options. The process is based on internationally recognized "best practices" to meet the Plant community's needs and reflect their values.

Launched in 2008, the Plant Master Plan will take about three years to complete and includes three main components:

  1. Technical - to identify technology options for the Plant's continued operations.
  2. Land use - to identify land use scenarios for the Plant's 2,600-acre property.
  3. Community engagement - to work with ratepayers, stakeholders, and partners in developing a successful master plan.

If approved, the Plant Master Plan will result in a 10 to 15 year improvement program to upgrade, improve and rebuild the Plant. The City of San José is working on some of the most urgent projects as part of a five-year improvement program. Some urgent projects include replacing electrical cables, rebuilding five of the 16 digesters, and replacing decaying concrete.
