Key Phases
The San Jose/Santa Clara Wastewater Pollution Control Plant (Plant) Master Plan process involves several phases, incorporating public input opportunities throughout:
Visioning
The visioning phase determines project goals and evaluation criteria, and explores technical and land use concepts. This phase will incorporate input from a team of leading architects, engineers, ecologists, and planners. Review a summary of their initial ideas.
Scenario Development
The scenario development phase identifies a scenarios range based on visioning, extensive research, and data collection. These scenarios will incorporate the four master plan goals:
- Operational - Result in a reliable, flexible Plant that can respond to changing conditions.
- Environmental - Improve habitat and minimize impacts to the local and global environment.
- Social - Maximize community benefits through improved aesthetics and recreational uses.
- Economical - Maximize economic benefits for customers through cost-effective options.
Alternatives Evaluation and Selection
The alternatives evaluation and selection phase evaluates and screens draft alternatives to identify preferred approaches for the draft Plant Master Plan.
Plant Master Plan
The Plant Master Plan phase incorporates the selected alternatives and associated analysis into the draft master plan. The master plan will guide the Plant's development over the next 30 years. Per the California Environmental Quality Act, the master plan will undergo environmental review before being finalized.
Next Steps - Implementation
Once approved, the final Plant Master Plan will result in a 10 to 15 year improvement program. The program will consist of major Plant construction and reconstruction, and changes to the Plant land uses.
