The Draft Environmental Impact Statement (DEIS) for the Fairhaven Highland development proposal has been delayed. The document was anticipated to be ready for public release next week, but due to additional time needed to finalize the analysis of the wetlands on the project site, it will not be ready for publication as scheduled.
City staff requested that additional scientific analysis be conducted regarding the classification of certain "mature forested wetlands." A process to conduct this additional work is now being prepared, and the required field work will happen as soon as possible.
City staff anticipate that the DEIS will be released later this summer, at which time a public hearing will be scheduled to hear comment on the draft document. Tim Stewart, Planning Director and State Environmental Policy Act (SEPA) Official for the project, said that when the draft is released he will extend the public comment period for the DEIS to 45 days. The City will consider public comments on the DEIS to inform the Final Environmental Impact Statement (FEIS), which will guide staff review of the development proposal.
