This ordinance implements changes relating to completion of the 10 year urban growth area  review required under the Growth Management Act by amending the Whatcom County Comprehensive Plan in Chapter 1 (introduction), Chapter 2 (land use)(text and maps), Chapter 3 (housing), Chapter 4 (capital facilities), Chapter  5 (Utilities), Chapter 6 (transportation)(map only), Chapter 8 (resource lands)(maps only), and  Appendices A (Glossary), E (20 year capital facilities plan), and G (Transportation Impact Fee background),  as well as amending Whatcom County Code Title 20, the zoning code text and official zoning map.  The amendments identify the county's urban growth areas and amend the zoning designation for some areas where the comprehensive plan land use designation and/or policies are changing.  The ordinance also designates some areas of the county as urban growth reserves and establishes policies identifying the circumstances under which they may be re-designated as urban growth areas to accommodate future urban growth.

The ordinances that have been introduced for public hearing are available on the Whatcom 2031 web page at http://www.co.whatcom.wa.us/pds/2031/index.jsp.  Written comments should be directed to the Whatcom County Council.
