Whatcom County Public Works Employee has Received Professional Designation

Jim Perkins, Real Estate Manager for Whatcom County Public Works, has received the professional designation as a Senior Member of the International Right of Way Association.
 
The IRWA is a community of engineers, attorneys, property asset managers, surveyors and transportation and utilities professionals principally engaged in the acquisition, management or disposition of real property or property interests. The IRWA has met the needs of these professionals throughout the United States and Canada since 1934. IRWA members abide by a strict code of ethics to build confidence and good will with the public
 
Senior Members of the IRWA must have a minimum of 5 years experience in the right-of-way industry, hold a bachelor’s degree and successfully complete a core of courses and tests that include but are not limited to knowledge in: real estate law, land titles, legal descriptions, appraisal, relocation assistance, conflict management and negotiations, asset management, and environmental concerns. Senior members must meet continuing education requirements to maintain their status.

Jim has lived in Whatcom County since 1978. He was hired by Whatcom County Public Works almost 3 years ago after 6 years as a right-of-way supervisor for the Washington State Department of Transportation’s Olympic Region in Tumwater and Tacoma. Jim oversees all aspects of real estate acquisition, disposition and management for Public Works, including transportation-related projects. In addition, he assists other County Departments such as the Flood Control Zone District, Maintenance & Operations and Parks & Recreation.  He became a licensed real estate agent in California in 1976, and has worked in Bellingham as an agent for Kratzig & Associates, Century 21 and Windermere. He earned his bachelor’s degree from   Evergreen State College in Olympia.
