Mission Statement

The Harris County Office of Homeland Security and Emergency Management (OEM) will help prepare, safeguard, and protect the citizens and property of Harris County from the effects of disasters through effective planning, preparation, response, and recovery activities. To accomplish this mission, the Harris County OEM will:
  • Coordinate and maintain the development of a comprehensive emergency management plan (the Basic Plan) to provide effective disaster preparation, response, and recovery operations;
  • Provide and coordinate the development and delivery of effective public outreach programs to educate, prepare, and inform our citizens and emergency response partners;
  • Activate and staff an Emergency Operations Center (EOC) to coordinate and support efforts to respond to, and recover from, emergencies and disasters;
  • Collect, provide, and disseminate information to first responders, elected officials, the media, and our citizens during an emergency; and
  • Work closely with all local, state and national resources to obtain funding and other aid in support of county initiatives.
