Homeland Security Task Force Southeast (HSTF-SE) maintains the operational plan for mass migration from a Caribbean nation called Operation Vigilant Sentry (OVS).  The plan details the actions HSTF-SE will take to deter mass migration, respond to a mass migration and restore normal operations.
